District 6 candidates raise nearly $40,000

The six candidates seeking the vacant District 6 Chattanooga City Council seat have raised nearly $40,000 for their campaigns, according to their campaign financial disclosure statements and campaign managers.

Carol Berz raised the largest amount of money — $14,469, including a $5,000 loan from herself. Rick Igou raised the least, saying he took in no contributions but spent about $400 of his own money.

Other candidate disclosures show Melinda Hickey raised $9,963, Charles Shaw raised $5,060, Julie Chamberlain took in $4,650 and Barbara Kelley raised $4,141.

Charlotte Mullis, Hamilton County Election Commission chief deputy, said two of the six candidates, Ms. Berz and Mr. Igou, missed the 5 p.m. Tuesday financial report filing deadline.

“I’ll send out a letter within two weeks, and then I’ll work with them,” she said.

The candidates will face no fines or other action if they miss the deadline by a few weeks, she said. The election is Tuesday.

Ms. Berz’s campaign manager, David DiStefano, provided her campaign disclosure information to the Chattanooga Times Frees Press, as did Mr. Igou.

Melinda Hickey’s $9,963 campaign chest also included a $4,044 loan from herself, her report shows. The rest came from eight contributors, including several community leaders such as John Foy, the chief financial officer of CBL Inc.; John Germ, the former head of the Chattanooga Chamber of Commerce; G. Larry Wells, president of Wireless Properties; and Thomas Lupton, a longtime business figure.

Charles Shaw’s $5,060 includes $1,900 of his own money, filings show. The rest came from 15 sources, including a $100 anonymous contribution, his report stated.

“Not everyone that donates lives in your district, so it doesn’t always translate to votes,” Mr. Shaw said.

Julie Chamberlain's $4,650 included a $3,000 personal loan. She took in $1,650 contributions from five sources, according to Tuesday's report. The Tennessee Realtors Political Action Committee gave Ms. Chamberlain $1,000, and the Southeast Tennessee Political Action Committee gave her $400. She also had $250 in small contributions under $100.

“The interest in the race is big, but the money is not,” Ms. Chamberlain said.

Ms. Kelley’s $4,141 included two contributions: one from Ellen Kelley and another from attorney Kyle Weeks. She also loaned her own campaign $2,568.

Mr. DiStefano said Ms. Berz’s collections show the support she has garnered.

“I think the fact that we can raise that kind of money in the community just tells us that there are a lot of people who believe in her,” he said.

The candidates are running to replace Marti Rutherford, who resigned in October after the city attorney filed an ouster lawsuit charging she did not live in District 6.
